"In its Final Affirmative Determinations dated December 7, 2017, the Commission unanimously determined that the U.S. Softwood Lumber industry was materially injured by reason of softwood lumber imports from Canada that the U.S. Department of Commerce had found to be dumped and subsidized"--Introduction, page 6.
