"Demographic trends suggest that the pool of human capital on which knowledge industries can draw will be shaped by the age profile of the labour force. The population bulge generated by the baby boom has largely moved into age groups where radical switches to new occupations are rare. Adjustment to growing needs of knowledge industries falls more heavily on the incoming cohorts as a result. Maintaining or expanding the pool of human capital will demand an increased focus on groups traditionally excluded from large investments in human capital including aboriginals and those growing up in low income families"--Summary, page 1.
