"Long after Canada was responsible for its destiny within its borders, it still relied on Britain for defence. The weapons our ancestors used to defend themselves and their country had by the 1920s given place to complex equipment's which in turn, lead to systems of great sophistication. Although an Imperial Conference in 1923 had laid down that "each self-governing unit of the British commonwealth is primarily responsible for its own defence", defence science had no formal place in the activities of the Government of Canada in the thirties"--Page [9].
