"Increasing the access and affordability of housing has long been a priority of both private and public sector interests in Canada. Efforts to reduce housing costs, increase choice and introduce new and more flexible financing arrangements to lower the barriers to homeownership or reduce the cost of rental housing have been pursued throughout the post-war period. Housing finance is one area where there have been major advances. Because almost all housing requires the use of borrowed funds, this is a key area in terms of improving access to housing both for homeowners and (indirectly) renters. As part of the background work for the Housing Research Committee’s study on housing access and affordability, CMHC commissioned Clayton Research Associates to prepare this study to identify financing options which have the most potential for contributing to increased access to housing and to specify key attributes of the options which would enhance their operational and market success"--Executive summary.
