Evaluation of the Federal Contaminated Sites Action Plan : final report.: En4-465/2014E-PDF

"This report presents the results of the Evaluation of the Federal Contaminated Sites Action Plan (FCSAP), which was led by Environment Canada's (EC's) Evaluation Division, Audit and Evaluation Branch, in 2011. This evaluation was undertaken in order to meet a Treasury Board (TB) requirement related to the renewal of funding for the final two years of Phase II of the program (2014-15 and 2015-16). As per the 2009 TB Policy on Evaluation, the evaluation examines the relevance and performance (including effectiveness, efficiency and economy) of FCSAP. … The FCSAP is a cost-shared program that assists federal custodian departments, agencies and consolidated Crown corporations to address contaminated sites for which they are responsible. FSCAP's primary objectives are to reduce environmental and human health risks from known federal contaminated sites and reduce associated federal financial liabilities in the Public Accounts of Canada, giving priority to higher-risk sites"--Executive summary, page vi.
