"Industrial and Technological Benefits (ITB) is Innovation, Science and Economic Development (ISED) Canada's policy that governs the application of economic benefits in defence and security procurement initiatives. The policy levies obligations on foreign and domestic firms that are awarded defence procurement contracts to undertake economic activity in Canada equal to at least 100 percent of the value of the contract. This report analyzes investment obligations under the ITB policy and the means by which industry partners fulfil these obligations"--Executive summary, page 3.
