The Office of Public Service Accessibility (OPSA) contracted Phoenix Strategic Perspectives (Phoenix SPI) to conduct qualitative public opinion research to explore more deeply the perspectives and work life experience of persons with disabilities in the federal public service vis-à-vis harassment and discrimination. The main objective was to gain a better understanding of the causes and impacts of harassment and discrimination for employees with disabilities.
