"The focus of the audit is the Indian Residential School Resolution Health Support Program (RHSP). In 2006, the government negotiated the Indian Residential Schools Settlement Agreement with First Nations and Inuit Communities. This agreement constitutes the largest out-of-court settlement in Canadian history. Health Canada is responsible for meeting Canada's legal obligation with respect to Mental Health and Emotional Health Support Services, one of the five components of the Settlement Agreement. The First Nations and Inuit Health Branch (FNIHB) is responsible for the management and delivery of these services. The RHSP delivers counselling through professional counsellors on a fee-for-service basis and provides emotional and cultural support through 124 contribution agreements"--Executive summary, page i.
