"The roadmap is first and foremost a practical tool to help federal institutions understand the meaning of Part VII of the Act so that they can fully implement it. It is also a tool to help communities and individuals covered by Part VII of the Act to better understand their rights under it. In addition, it serves as a complement to the Act itself, as interpreted by the Office of the Commissioner of Official Languages"--Introduction, page 3.
