"This report is concerned with proposals for error correction schemes appropriate for broadcast teletext systems. Error correction can greatly improve the performance and extend the range of such systems. Since a broadcast system will be used in both rural and urban settings a variety of error types are to be expected and an error correction system must be able to deal with independent and a spectrum of burst error events. Moreover, code should place a minimum demand on the teletext decoder in terms of cost, memory, hardware. The code should be quickly decodable to permit on-line decoding or minimum delay off-line processing. Furthermore, the code rate must be kept high to satisfy the efficiency demands of the system operators"--Introduction and results, page 1-1.
