"The primary objectives of this study are: i) to establish the real costs of maintaining the DOC research laboratories; and ii) to develop and implement a methodology for estimating the economic benefits associated with DOC research and, based on the results, evaluate the likelihood that the benefits derived from the DOC research labs exceed the costs incurred (i.e., that the labs are cost-effective)"--Introduction.
