"The Northern Pilot Project (NPP) and the Communications Technology Satellite (CTS) Experiments Project are two current undertakings of the Federal Government of Canada's Department of Communications which are interrelated in terms both of approach and strategic aim. The strategic aim of both projects is to define user needs for communications systems and services. The user needs involved concern both the traditional, first-order needs, of efficiency of operation, equality of pricing, etc., and second-order needs, that is the social, cultural, political and economic ends which the particular communications systems can be made to serve"--Introduction, page 3.
