"The TP 4711 Air Operator Certification Manual series establishes a national standard aligned with regulatory requirements for the issuance, amendment, suspension, or cancellation of an Air Operator Certificate and its associated authorizations. It applies to all certified operations, both aeroplane and helicopter, falling under Subparts 702 to 705 of the Canadian Aviation Regulations (CARs). Transport Canada Civil Aviation (TCCA) Inspectors are expected to possess a comprehensive understanding of this manual series and shall follow the policies, procedures, and guidelines it outlines during all operator certification activities"--Foreword (all volumes).
