"This report describes the modeling and generation of realistic sea surfaces using directional wave number spectra. Model details are explained and a preliminary investigation into nonlinear, non-Gaussian aspects is carried out. The surfaces so generated can be used as input in current radar scattering models to accurately predict sea clutter behavior"--Abstract, page iii.
