"This review assessed departments' compliance with the Avoiding Complicity in Mistreatment by Foreign Entities Act (or Avoiding Complicity Act; ACA) and their implementation of the ACA's associated directions during the 2022 calendar year. Within this context, the review pursued a thematic focus on departments' conduct of risk assessments, including the ways in which their methodologies may lead to a systematic under-assessment of the level of risk involved in an information-sharing transaction. … NSIRA made five recommendations in this review. Collectively, they would ensure that all departments' ACA frameworks reflect a degree of standardization commensurate with the spirit of the ACA and its associated directions; and that these frameworks are designed to support compliance with the directions"--Executive summary, page iv.
