This framework outlines guiding principles on the application of precaution to science-based decision making. It covers areas of federal regulatory activity for the protection of health, safety, and the environment, and the conservation natural resources. Canada has a long history of applying precaution in federal regulatory activities. Given the lack of scientific certainty about the risk of serious or irreversible harm, federal departments and agencies need guidance for decision making, especially when scientific uncertainty is high.
