Making transitions work : integrating external executives into the Federal Public Service / Arthur Kroeger and Jeff Heynen : SC94-103/2003E-IN

This report looks at the benefits and costs of bringing private-sector executives into senior levels of the public service, focusing on the importance of effective transitions. It identifies the challenges facing external executives entering the unfamiliar culture of the federal government, and explains the differences between the public and private sectors, as well as between the federal and provincial levels of government. The authors make recommendations to improve the integration process, from selection to continuing support.
