This Commission was established as a result of one of the disqualification of Ben Johnson for testing positive for anabolic steroids after his victory in the 100 metre event of the 1988 Seoul Olympics. The Commission held public hearings in 1989 for the purpose of inquiring into athletes' use of drugs, especially anabolic steroids, and of studying the effects of these drugs on the performance of users and the consequent potential to harm their health. The conclusions and recommendations of this commission are an important first step towards the rehabilitation of sportsmanship in the world.
