Superseded Memorandum D11-3-3 dated January 31, 1996. This memorandum outlines and explains the legislation, regulations, and general guidelines that apply to the country of origin marking for goods imported from a North American Free Trade Agreement (NAFTA) country (i.e., the United States or Mexico). Information pertaining to the country of origin marking for goods imported from a non-NAFTA country is found in Memorandum D11-3-1, Marking of Imported Goods.
