"This evaluation presents the key findings and recommendations from the evaluation of the Aboriginal Peoples’ Program (APP), which accounted overall for an estimated $219 million of expenditures over the five years covered by this evaluation. The evaluation focused on three components of the APP: Northern Aboriginal Broadcasting (NAB), Territorial Language Accords (TLA), and National Aboriginal Day (NAD). The Aboriginal Language Initiative (ALI), the other main component of the APP, was evaluated in 2014-15, so was not included in this evaluation; however, key findings where relevant were integrated. The evaluation was designed and conducted in accordance with the Treasury Board Secretariat’s (TBS) Policy on Evaluation (2009). The evaluation objective is to provide comprehensive and reliable evidence on the on-going relevance and performance (effectiveness, efficiency and economy) of APP. The evaluation covers the period 2009-10 to 2013-14 and was led by the Evaluation Services Directorate of the Department of Canadian Heritage (PCH). The APP focuses primarily on strengthening cultural identity, encouraging the full Aboriginal participation in Canadian life and supporting the continuation of Aboriginal cultures and languages as living elements of Canadian society. The APP supports community projects that incorporate Aboriginal values, cultures and traditional practices into community-driven activities designed to strengthen cultural identity.
