"The legislation tabled today contains proposed amendments to the Income Tax Act, the Federal-Provincial Fiscal Arrangements and Federal Post-Secondary and Health Contributions Act, the Old Age Security Act, the Public Utilities Income Tax Transfer Act and a related Act. These amendments are 'intended to implement the proposals announced in the April 1989 budget. These explanatory notes describe the amendments, clause by clause, for the assistance of Members of Parliament, taxpayers and their professional advisers."--Pref.
