"With reference to the claims made by Messrs N.K. & M. Connolly, it will be observed that they arise out of, or are incident to a contract entered into the twenty-third day of April one thousand eight hundred and eighty-nine between Andrew Charles Bancroft, Nicholas Karrol Connolly and Michael Connolly of the first part, and Her Majesty Queen Victoria, represented therein by the Minister of Public Works of Canada, of the second part, for the construction of a dry dock and works in connection herewith at Kingston in the Province of Ontario"--p. 2.
