This paper employs a comparative analysis to address two sets of questions highly relevant to the work of the Royal Commission on Aboriginal Peoples. First, what can we learn in a general way, from experience elsewhere in applying the federal idea, about how federal political systems generally and federations specifically can accommodate distinct internal groups and provide opportunitiees for self-government? Second, what specific arrangements have been provided for Aboriginal peoples in countries that are both federal in form and contain substantial Aboriginal populations?
