“This case report of founded wrongdoing, which I have tabled in Parliament as required by the Public Servants Disclosure Protection Act, S.C., 2005, c.46 (the Act), presents the results of an investigation into the management of serious complaints of harassment at the Canadian Food Inspection Agency (CFIA). This is the second case report where the findings of wrongdoing were based on information obtained during the course of another investigation by my Office and not from an individual making a protected disclosure. In this case, the investigation related to the conduct of the Vice‐President of Human Resources at CFIA as well as the conduct of the President of the CFIA that, in my opinion, could potentially constitute wrongdoing under the Act. It was therefore in the public interest to commence a separate investigation. Furthermore, given the current government’s priority on mental health in the workplace, this report can serve to highlight the importance of ensuring a healthy and respectful workplace as a key element in any mental health strategy.
