"In her mandate letter from the Prime Minister, the Minister of Environment and Climate Change (the Minister) was directed to immediately review environmental assessment (EA) processes with these objectives: to restore public trust in EA; to introduce new, fair processes; and to get resources to market. On August 15, 2016, the Minister announced the establishment of our four-person Expert Panel (the Panel) to conduct this review. The Terms of Reference established for the review directed us, the Panel, to engage broadly with Canadians, Indigenous Peoples, provinces and territories, and key stakeholders to develop recommendations to the Minister on how to improve federal EA processes"--Cf.
