"The title of this session that went out to the delegates was "Native Education" but I think it is necessary, for a number of valid reasons, to put narrower limits on the paper I intend to present and on the discussions that will follow. Although quite similar conditions exist and often the problems are identical within the various components of what might be termed the native community, the separation of responsibility and jurisdiction in this country between the registered or status Indian on the one hand and Metis and non-status Indians on the other, prevents inclusion of all the various "native" groups within one presentation."--p.
