"The application of random noise to the micro data of a business survey is a method of disclosure control. The method has a useful operational advantage: it is a "set it and forget" approach. Once random noise has been applied, cell totals can be prepared as required with confidentiality protected. This approach is compared with the traditional suppression approach used at Statistics Canada. The impact of random noise on the quality of totals is investigated. An experiment using data from the Industrial Water Survey is used to illustrate characteristics of random noise"--Abstract.
