"In a survey re-engineering context, the most efficient sample design and estimation strategy holds the promise of offering the largest reduction in the sample size (and survey costs) for any given level of desired precision. The redesign methodology developed in this paper is directed towards identifying an efficient sample design for surveys of skewed populations (eg. business, agricultural, and institutional populations) under the generalized regression estimator"--Abstract.
