"The Federal Environmental Assessment and Review Process, established by Cabinet decision on December 20, 1973, and amended by Cabinet on February 1977, embodies Canada’'s policy on environmental assessment as it relates to the activities of the federal government. The Process is a means of determining in advance the potential environmental impact of all federal projects, programs and activities. The ultimate responsibility for decisions resulting from Process activities rests with the Minister of the Environment and his Cabinet colleagues"--Intro., p. 1.
