"Periods of high unemployment hit most heavily at Indian communities. In addition, there are those who, because of difficulties such as language handicaps, age, family situation and so on, are prevented from participation in up-grading and/or vocational training which normally have the end result of relocation. These persons are thus faced with increasing unemployment and more and more are finding it to be a constant state. Many Indian communities also lack such facilities as adequate garbage disposal areas, footpaths, footbridges, playgrounds, recreation areas and so on (and Indian people will undoubtedly know of many more kinds). The provision of these improvements seems to have a low priority in the usual community improvement programs. The same communities lack such services as day care centres and homemaker services which help to strengthen and support family life"--Background, p. [1].
