"The purpose of this paper is to discuss the issues of political accountability and procedures for decision-making which need to be considered in designing self-government arrangements for Indian bands. Readers should be familiar with the federal government's "Guidelines for Community-Based Self-Government Negotiations", which provide direction from Cabinet on the negotiation of the 7 essential and 16 optional subject-matters identified therein"--Introduction, p.
