"Employment and Social Development Canada (ESDC) worked jointly with Manitoba and eleven other Provinces and Territories (P/Ts) between 2012 and 2017 to undertake the second cycle for the evaluation of the Labour Market Development Agreements (LMDAs). Under the LMDAs, Canada transfers $2.14B in EI funds to P/Ts for the design and delivery of programs and services to help unemployed individuals (mainly those eligible under EI) to find and maintain employment.The evaluation work consisted of conducting two to three studies per year on the EBSM similar programming delivered under the LMDAs for Canada overall and for each participating P/T. This report presents a summary of the findings from nine studies produced for Manitoba, which used a mix of qualitative and quantitative methods to examine issues related to program effectiveness, efficiency and design/delivery"--Executive summary, p. vi, vii.
