"This is the third and last in a series of reports by the Economic Council of Canada arising out of a special Reference from the federal government, dated July 22, 1966. Under the terms of the Reference, the Council was requested: "In the light of the Government's longterm economic objectives, to study and advise regarding: (a) the interests of the consumer particularly as they relate to the functions of the Department of the Registrar General [now the Department of Consumer and Corporate Affairs] ; (b) combines, mergers, monopolies and restraint of trade; (c) patents, trade marks, copyrights and registered industrial designs""--Introduction, page [1].
