"This paper presents the view that the computer is becoming a repressive instrument in the hands of big governments and corporations. It stresses the need to provide the common man with easy access to computer facilities to even up the social, economic and political balance of power. It discusses problems involved in bringing computer power to the people, and describes preliminary steps taken in connection with a non-governmental municipal information service in London, Canada"--Abstract.
