"To assess the feasibility and usefulness of applying cost-benefit and other evaluative techniques to government social regulation, the current Regulatory Reform Program in the United States is examined, with particular emphasis on the Economic Impact Statement Program. This program requires that all major new legislation, regulations and rules be accompanied by a statement which certifies that the economic impact of the proposals has been evaluated. The Council on Wage and Price Stability plays a major role in the program by reviewing the evaluation studies that have been performed, suggesting (when necessary) ways in which the studies might be improved, and appearing as expert witnesses at the formal and informal hearings in the regulatory development process"--Summary, page iii.
