Public discussion paper on radio-based telephone communications and privacy. : Iu64-66/1993E-PDF

"Having regard to the recent initiatives undertaken by the Minister of Communications to enhance the privacy of telecommunications, cellular service providers, among others in Canada, have urged that measures be implemented to restrict the proliferation of scanning receivers capable of tuning cellular frequencies. This paper looks at the feasibility of, and the possible concerns related to, the imposition of restrictions in Canada on monitoring devices capable of providing access to radio-based telephone communications. Its purpose is to encourage, and to provide a focus for, the public consultations which are being sought in this respect"--Introduction and objectives.
