"The objective of this report is to present a critical review of the DNDAF as a core enterprise architecture (EA) framework to support the development of Integrated Command and Control Capability. In this document, we focus on systems engineering. In systems engineering, architectures facilitate the understanding and communication of different aspects of a system by providing a structured approach to document requirements, design decisions, and technical details of the implementation. This report presents a study of the concept of EA and a number of top EA frameworks in order to identify different aspects of EA that each framework covers and the various components each. The differentiation between the notions of methodology and framework in the context of EA leads to a critical review of the DNDAF framework. This report proposes a review of DNDAF, its purpose, and its components, and puts forward a set of recommendations for improvement in order to achieve a comprehensive DND/CF EA methodology and framework. This methodology is required for developing an Integrated Command and Control Capability.
