"This report has two main purposes. The first purpose is to report on native participation in commercial fishing and to analyze the mobility of the native fleet as compared to the non-native fleet. The second purpose is to discuss the implications regarding the relative impacts of (hypothetical) oil spills and tanker-related problems in various areas along the B.C. coast on native versus non-native vessels, and on native participation in fish processing"--Introduction, page 1.
