"This document (the "Guide") provides information on the application requirements to obtain certain licences from Health Canada under the Cannabis Act and its Regulations. … The Cannabis Act establishes that an application for a licence must be submitted to Health Canada in the form and manner specified by the Minister and must include the information required by the Minister. This guide sets out the application process including the form and manner for submitting an application for a licence and the information that is required"--Page 4.
