"The rapid increases in health services costs in Canada in recent years are now matters of urgent public concern. Personal health care costs have been rising at average rates in excess of 10 per cent per year since 1957 and appear to be accelerating. These costs reached almost $3.9 billion in 1969, or 4.95 per cent of the Gross National Product (GNP). This magnitude excludes capital expenditure, research and educational expense outside hospitals, and a number of other minor health expenditures"--The Price of Medical Services: 1957-1969, page 1.
