"In a recent Departmental Discussion Paper, emphasis was placed on methods of addressing the growing imbalance of water supply and demand in a number of regions in Canada. The paper outlined the need for Inland Waters Directorate to develop programs to facilitate water management and policies aimed at resolving water shortages. A number of national and regional programs are now being developed in order to meet this need. One of these programs in Pacific and Yukon Region is the development of a water use optimization model. This model will provide a framework for analyzing current and future water supply and demand within a river basin. It will identify water use conflicts, optimal use of available supply and economic values associated with increasing or decreasing water supply. As such, the model will provide information useful for water management and planning and for water demand forecasting. The basic problems, concepts and methodology used in developing the model are described in this paper"--Introduction.
