"This guidance focuses on historical records, which in this context are defined as records that are at least 20 years old. This is in keeping with the general guidelines for the release of records in other like-minded countries and is consistent with the statutory time limits that apply to the exercise of discretion under certain sections of the Access to Information Act (ATIA)"--Scope, page 2.
