"This evaluation was undertaken in response to a recommendation by the Commissioner of the Environment and Sustainable Development (CESD) in 2004 that the Privy Council Office (PCO) evaluate the effectiveness of the Cabinet Directive on the Environmental Assessment of Policy, Plan and Program Proposals (the Cabinet Directive). The results of this evaluation fulfill the government’s commitment to complete an evaluation and may be used to inform the parliamentary review of the Canadian Environmental Assessment Act, scheduled for 2010"--Executive summary, page iv.
