"The Vessel Operation Restriction Regulations (VORR) under the Canada Shipping Act, 2001 (CSA 2001) allows local authorities to ask the federal government to restrict the use of pleasure craft and commercial vessels on all Canadian bodies of water in order to improve safety, protect the environment and ensure the public interest. … The purpose of this guide is to help local authorities produce a complete vessel operation restriction request while complying with the requirements of the VORR and the Cabinet Directive on Regulation. …"--Pages 4, 5.
