"Budget implementation acts (BIAs) have expanded significantly since the 1990s, increasingly bundling non-financial measures with core financial provisions. This evolution has made it more challenging for the Senate to exercise its review function and serve Canadians effectively, particularly given the convention that it does not amend financial legislation or is reticent to do so"--Executive summary, page 7.
