"The Canadian Environmental Protection Act (CEPA) was proclaimed in 1988 to achieve several objectives: to remedy deficiencies in the existing legislation on toxic substances; to introduce the life-cycle concept as the key analytical tool for managing chemicals; to consolidate existing federal environmental legislation and ensure greater consistency in enforcement and penalties; to improve the federal governments own environmental performance; and to enable Canada to fulfill its international obligations"--Summary.
