This discussion paper is intended to stimulate discussion about key issues that could be addressed in a new museum policy. It outlines trends in museum operating budgets, workforces, and number of visitors. Based on earlier surveys of the museum community as well as public polls, the paper proposes what the research indicated were the critical issues; policy priorities; policy principles; program principles; and needs related to public participation, preservation of collections, and sustainability of Canada’s museum sector.
