This report examines how Aboriginal gangs attract new recruits. It integrates information produced by agencies that work with gang-involved youth, and includes interviews with ex-gang members, law enforcement officials, correctional workers, and elders working in the correctional system. The study looks at factors that contribute to gang membership, risk factors for vulnerable youth, and intervention and prevention programs for gangs at the street and institutional levels.
