This document is a policy statement designed to strengthen the effectiveness of Canada's international development aid. It sets a framework for funding decisions, emphasizing developing country leadership, greater coordination among donors and more coherent Canadian policies affecting developing country partners. Following the new comprehensive development model, it recognizes the narrow focus of the 1980s-style market solutions and structural adjustment programs. Instead, it stresses the need to balance political, economic, social and institutional factors and focus more on governance, sequencing of reforms, capacity-building for sustainable development and the inclusion of civil society
