"'Infrastructure' is presently defined as key physical elements (land and servicing requirements) whose presence is a prerequisite to the production of housing stock. ... at this time, the proposal for an Infrastructure strategy is directly limited to those areas where the Corporation has a history, namely, trunk servicing and land assembly. By reviewing "Infrastructure" as a basic building block in the urban system and giving it a consistent objective based on its role and potential, the policy attempts to provide a rational basis for these programs"--p. 1.
